COMPREHENSIVE  PLAN

A. A DESCRIPTION of:

The Comprehensive  Plan has been developed by a broad-based panel approved by the school board that is representative of the diversity of the Adair County R-II students and the Brashear and surrounding communities at large with regard to race, language, ethnicity, gender, disability, and socio-economic characteristics. This panel includes at least one representative from school patrons, school board members, students, teachers, parents, advocacy groups, school Admin., and business representatives. The panel designated Shelly Shipman as chairperson and established procedures for operation.

B. MISSION STATEMENT

We believe that in a democratic society, education must help the students realize their worth as individuals and should lead them toward becoming productive members of society.  Strong emphasis must be placed upon democratic values, which are important for an effective and satisfying life. 

Beliefs and Visions

The Adair County R-II Schools are committed to the ideals set forth in the Missouri School Improvement Program.  We recognize each student as a unique individual. We believe that education should provide an opportunity for the maximum development of each individual. We believe that the foundation of the district's educational program is based on the development of competencies in the basic fundamentals of reading, oral and written communication and mathematics. Students will gather, analyze and apply information and ideas; communicate effectively within and beyond the classroom; recognize and solve problems; and will acquire skills necessary to make decisions and act as responsible members of society. It is, therefore, the responsibility of the Adair County R-II District to provide an educational environment for children of the district, which will foster and accelerate their intellectual, physical, artistic, social and career development.

 

 

C. DISTRICT'S STRENGTHS

1.           Excellent community and patron support.

a.    Parent involvement at the elementary is  85%

b.    Parent involvement at the high school is  75%

2.         The district’s self-contained and departmentalized classes meet the standard class-size at all levels; in addition, a majority of these classes meet the desirable class-size standards.

            a.         Principal-to-student staffing ratio meets the desirable standard at all levels.

            b.         Librarian-to-teacher staffing ratio meets the desirable standards at all levels.

            c.         Counselor-to-student staffing ratio meets the desirable standards at all levels.

3.         Available technology allows students to access the Internet. Computers are available to the students at a ratio of 1 station per 1.5 students.

4.         All teachers have access to interactive white boards or LCD projectors for classroom instruction.

5.         Experienced and committed faculty and staff.

6.         Library media center meets state standard for all areas.

7.         Up to 36 hours of college credit through dual enrollment classes available to students.

8.         15 miles to post-secondary institutions, i.e. university, community college, vocational school and medical school.

9.         Utilization by students and staff of Truman State University programs and facilities.

10.       Recognized by Missouri Department of Elementary and Secondary Education for:

            a.      Distinction in Performance (2006, 2007, 2008, 2009, 2010, 2011, 2017 APR – met 100                                 percent)

            b.      Performance at or above 90% on APR for 2015 and 2016 at District and Building levels.

            c.      LAII at 100% in 2016

            c.      Subgroup performance at 100% in 2016 for Math and ELA in Elementary

11.       Development of an extensive, user-friendly Web site that provides a variety of information to students and parents

12.       Development of six-year plans replace the more traditional four-year plans that help students focus on postsecondary plans.

13.       Provides a positive climate for learning, has established a focus on academic achievement, and provides a safe and orderly school environment. 

14.       Provides a learning center classroom, offering assistance to K-12 students who need additional help in order to be successful.

15.       Drop out rate under state average.

16.       Provide enrichment and tutoring opportunities through extended hours for students K-12.

17.       Provides for distance-learning through a MOVIP, Rosetta Stone classroom.

18.       Attendance rate is above the state average.

D. DISTRICT'S CONCERNS

E. DISTRICT'S GOALS & OBJECTIVES

I. The students in the Adair County R-II School District will meet Annual Performance.

A. Using MAP/EOC assessments, each year results will be evaluated to determine if the goal has been met.

Strategy 1    Review all curriculum guides and revise them to assure that there is clear alignment between the skills tested and the skills taught at each grade level.

Strategy 2    Provide instruction and guided practice on test taking skills to all students.

Strategy 3    Provide incentives and motivation for students to encourage them to perform their best on the performance assessments.

Strategy 4    Provide extended learning opportunities and alternative delivery systems for students not successful on the spring achievement assessment.

Strategy 5    Identify the gifted students and provide them with accelerated curriculum.

Strategy 6    Provide opportunities for parents/guardians to learn about the intellectual and developmental needs of their children at all ages and to participate constructively in their children's education.

Strategy 7    Provide staff adequate professional development opportunities on authentic task activities and performance assessments.

Strategy 8    Professional Development activities have been evaluated in terms of their impact on improving student achievement.

Strategy 9    Provide instruction using Go-Math in kindergarten through 8th Grade.

Strategy 10  Implement curriculum development using the SIS Curriculum module.

Strategy 11  Documentation of when Missouri Learning Standards are taught.

Strategy 12  Staff and student utilize goal setting strategies and celebrate when goals are met.

 

 

II. Seventy-five percent (75%) of the Adair County R-II School District's students will score in the upper two quartiles on a test of reading achievement. (A+ Objective) 

A. Using MAP, EOC and Gates-MacGinitie reading assessments each year results will be evaluated to determine if the goal has been met.

Strategy 1   Provide staff adequate professional development opportunities to support the   instruction of reading.

Strategy 2   Revise as needed the reading/library curriculum with Missouri Learning Standards and clarify scope, sequence and materials.

Strategy 3   All staff members involved in a student's educational program regularly collaborate to provide appropriate instructional activities (supplemental education, special education, gifted education, etc.) 

Strategy 4   District personnel will develop additional reading opportunities with emphasis in early elementary grade levels.

Strategy 5   A greater variety of reading resources and opportunities will be provided that allow students to be successful on the state assessment system.

Strategy 6   Provide reading instruction that is coordinated, spiraled, and research based in grades K  

                    through 6.

 

 

 

 

 

III. One hundred percent (100%) of the Adair County R-II School District's graduates will be placed in post-secondary training or productive career choices following graduation.  (A+ Objective)

A. Graduate surveys will be conducted annually with students who are one- and two-year graduates of the district to determine if the goal has been met.

Strategy 1  Increase comprehensive career and guidance program to ensure all students’ individual needs are addressed.

Strategy 2  Maintain a comprehensive written guidance curriculum for grades K-12 to be reviewed annually.

Strategy 3  Increase student awareness of career/college information (i.e. pamphlets, career surveys, books, web sites).

Strategy 4  Maintain an A+ Schools program.

 

IV. The Adair County R-II School District's annual dropout rate will not exceed 3%.   (A+ Objective)

A. Documentation of the district drop-outs will be kept and reported on Core Data annually.

Strategy 1 Acknowledge student achievements past and present.

Strategy 2 Maintain/Increase participation in the Parents As Teachers program to meet state quota.

Strategy 3 Increase school involvement by parents.

Strategy 4 Reduce the amount of underage drinking, tobacco use, alcohol related driving incidents, referrals of youth for law violations, and the number of students considering or planning suicide by 10%.

Strategy 5  Strategy 6 Utilize the ALERT Team (At-Risk Intervention Team) to identify the At-Risk Students and coordinate intervention strategies.

Strategy 6 Maintain At-Risk Program.

Strategy 7  Continue to increase goal setting/achieving climate across the district.

 

 

V. The Adair County R-II School District will develop long-range planning for district-wide improvement.  

A. Annually, the Board's Goals for the District will be reviewed to determine if the goal has been met or is feasible.

Strategy 1  Review and update policies and procedures to meet the requirements of MSIP 5.

Strategy 2  Create a vision for future developments.

Strategy 3  Maintain a technology training plan that improves the quality of teacher instruction as well as student use of computers and other technology .

 

F. ASSISTING INDIVIDUAL SCHOOLS

The district will encourage and assist the local Elementary and Secondary schools in developing and implementing comprehensive plans that focus on helping students reach the state standards and address relevant elements of the district improvement plan by providing PDC and/or district funds and release time to the teachers on the planning committee, conducting surveys and providing training and information as necessary. The district promotes the flexibility of each school to develop plans of their own that address the particular needs of that school and community by allowing each building to conduct its own review and develop appropriate goals and strategies.

 

G. IDENTIFICATION OF HEALTH & HUMAN SERVICES

The school district will identify health and human service needs (social services, health care, nutrition, and child care, for example) of students and their families and enter into a partnership with public and private nonprofit agencies to increase access to appropriate services either in a school setting or at a nearby site by working closely with the Adair County Health Department, the Adair County CASSP Team, Adair County Juvenile Office, Adair County Family Services, Kirksville Area Technical Center, Preferred Family Healthcare, as well as other agencies pertinent to health and human services.

 

H. BROAD-BASED COMMUNITY PARTICIPATION

There will be broad-based community participation in the implementation and annual evaluation/updating of the District Comprehensive  Plan. The district will monitor implementation of the plan and inform the panel of progress being made. The monitoring will be done in close consultation with teachers, related service personnel, principals and other Admin., community members, and parents.

 

The panel will decide if revisions to the Comprehensive  Plan will be recommended to the school district and will report periodically to the public on the progress being made through plan implementation. Presentation of highlights of the Comprehensive  Plan will be made available to school patrons through the vehicle of the monthly school newsletter and updates will be available at our Home Page Web Site. All updates to the plan must be approved by the school board.

 

The Adair County R-II School District contributes to overall efforts for school reform and educational improvement by coordination of programs and services (i.e. , Professional Development, etc.) with the Comprehensive  Plan.
