CLASSES RESUMED AUGUST 18TH
The Adair County R-II
School year began on Tuesday, August 17 for teachers and staff with an
in-service beginning at 8:30 a.m.
Classes resumed for students on Wednesday, August 18.
Breakfast and lunch will
be served each day. Breakfast
prices will be $.85 for students K-6, $1.10 for students 7-12, and $1.35 for adults. Lunch prices will be $1.85 for students
K-6, $2.25 for students 7-12, and $2.75 for adults. Milk can be purchased for 30 cents a
carton. Free and reduced price
meals will be offered upon submission of a qualifying application for those
meals. Applications were sent home with
your child(ren) on the first day of school.
Keep in mind that you may complete an application at any time during the
school year if your financial situation changes. Kindergarten snack milk will be 30 cents a day. This cost is not covered by the free and
reduced meal application. Parents are
encouraged to pay for snack milk at the beginning of each month.
With the new school
year, we would like to welcome the following new employees:
Erin Moots has been employed as a 7-12 math
teacher. She received her Bachelor of
Science degree in Mathematics with a concentration in Secondary Education from
Elmira College—Elmira, NY and received her Master of Education degree in
Educational Administration from William Woods University. Mrs. Moots has taught math in the Knox
County R-I, Macon R-I, and LaPlata R-II school districts. Most recently, she was employed at LaPlata
R-II as their Parents as Teachers educator.
Kevin Terry has been hired as Library Media
Specialist and At Risk Teacher. He
received his Bachelor of Science degree in Elementary Education from Northwest
Missouri State University and his Master of Arts degree in Library Science from
Lindenwood University. Prior to
returning to teaching, Mr. Terry worked for 26 years in customer service at
AT&T. In addition to his duties in
the library and classroom, he will be coaching the junior high girls and boys
basketball teams.
Paula Clarkson has been hired as a cook. She had been subbing for us in the kitchen
in years past. Paula is a graduate of
Adair County R-II High School and attended Truman State University. Paula is actively involved with running the
concession stands for Boosters.
Jayd Frazier has been hired to coach our varsity
boys basketball team. He received his
Bachelor of Science degree in Recreational Management with a minor in Coaching
from
Hannibal-LaGrange College. While at HLG, Jayd was a member of the
junior varsity/varsity basketball and varsity swim teams. He is currently employed by the Kirksville
Aquatic Center as a supervisor/lifeguard and Frazier Farms.

HOMELESS STUDENTS
If you are homeless and
going to school, let the school know about it.
Being homeless and going to school would be hard for any child
regardless of age or grade level. Many things that you normally would not have
worried about before become issues, such as transportation, space to do
homework and school attendance. Some families are afraid to let their child’s
school know that they are in between places for fear of being judged or, even
worse, being reported to DFS.
There are some things
you should know about being homeless and going to public school:
·
There are laws that protect your child’s rights and your rights as
a parent to be treated as any other participant of the Adair County R-II
School.
·
The school district has a program to help homeless families with
resources to help your child stay on track and can direct you to agencies that
can help you during your period of homelessness.
·
It is your choice to let the school district know that you are
homeless.
·
The school district, like any other agency that mandates reports,
must have a reason to call DFS. Homelessness, depending on the circumstances,
is not grounds to make a DFS report.
Homeless students have
the right to:
·
Be enrolled without a birth certificate, immunization record or
other required documentation.
·
Attend the school that he/she attended before the family lost its
home.
·
Be transferred to a school closer to where he/she is staying now.
·
Get assistance with free transportation to and from school.
·
Have access to materials such as books and supplies to ensure an
equal opportunity to participate in school.
·
Receive any special services that he/she might need. These services include:
1. Special education
2. Bilingual services
3. Gifted and talented education services
4. Free lunch and breakfast program
5. Counseling services
6. Before and after school
programs
7. Tutoring services
·
Attend school free of judgment.
Parents and guardians of
homeless children have the right to:
·
Be involved in your child’s education.
·
Be notified of and involved in any decision that your child’s
school makes regarding his or her social or academic career.
·
Request a Student Alert team meeting for your child and include
people of support. These may be a social worker or counselor from an agency you
are working with or someone that has tutored your child at an after school
program.

ASBESTOS REPORT
The
district must ensure that students and/or their guardians are informed about
asbestos inspections, reinspections, surveillance, response actions and
post-response action activities at least once a year.
The
most recent Asbestos Reinspection will be available in the district office for
public viewing during business hours.

BUSY BEES NEWS
Busy
Bees is a preschool program for children in our district ages 3-5 years
old. This year Busy Bees will meet on
Monday and Tuesday mornings from 8:30-11:00 a.m. in the Parents as Teachers
(PAT) classroom. Children must be 3
years old by September 1, 2010 to be enrolled for the current school year.

TITLE I SCHOOL IMPROVEMENT
Dear
Patron,
The
goal of the No Child Left Behind Act (NCLB) of 2001 is to ensure that
all children in this country receive a quality education. Under NCLB, each
state is required to assess all schools to determine if each school has made
adequate yearly progress (AYP) toward meeting the academic testing standards
and additional measures set by the state. AYP decisions are based on the
results of state testing in communication arts and math and the school’s
attendance rate or graduation rate. If the school has not made AYP for two
consecutive years, it is considered “in need of improvement.”
Based
on the results of the 2009-2010 academic testing in communication arts and math
and the school’s attendance rate or graduation rate, your child’s school,
Brashear Elementary, did not make adequate yearly progress for the following
reasons:
1. In grades 3 – 6, MAP scores in the area of
Communication Arts did not meet the state minimum level of 67.4% of students in
Proficient/Advanced levels. Our results
were 45.9% in overall student population grades 3-6.
2. In grades 3 – 6, MAP scores across the State
also did not meet the state minimum level.
The State overall in Communication Arts grades 3 – 6 scored 53.6% of
students in Proficient/Advanced levels.
Data
is collected on the student population as a whole and also on subgroups within
the building. Subgroups are those groups
designated by DESE. These groups are
counted when the group has 30 or more students within that group.
(Free/Reduced; IEP students; etc.)
Because
of this designation, the school is considered to be in Level 1 of School
Improvement and must develop a plan for improvement. One important component of
this plan will be parent involvement in both the development and implementation
of the plan.
“School
Choice” is also an option for those districts with two or more buildings
serving the same population of students.
This choice is not available for our district because we only have one
elementary building in our district and therefore we are unable to offer public
school choice.
We
encourage you to become involved with your child’s school to support school
improvement. If you would like to
become more involved in your child’s school, please consider the following:
attend student/parent involvement nights, maintain communication with your
child’s teacher, and serve on parent/school committees. Other activities will
be planned in accordance to our School Improvement Plan.

2010 ADOPT A CHILD CHRISTMAS PROGRAM
Sign up begins October
1, 2010 for the 2010 Annual Adopt-A-Child Christmas Program. The annual Adopt-A-Child Christmas program
is sponsored by the Kirksville Fire Department, KTUF Radio Station, and the
Adair County Family Support Division.
This program is designed to provide a special Christmas gift for some
300+ children in Adair County ages 0-16 who otherwise, in some cases, might not
have a gift. Past practice has allowed
children ages 0-11 to receive gifts while children ages 12-16 go on a shopping
spree.
Who Qualifies: Adair County children
whose families qualify for Food Stamps.
When to Sign Up: You may
start signing up October 1, 2010, for the Christmas program at the Adair
County Family Support Division Office located at 1612 North Osteopathy in
Kirksville or call (660) 785-2440. The
party dates will be announced closer to the event in December. Children 0-11; have list of 3 gift choices
available ($25 max. each choice).

MDHE LAUNCHES FAFSA TRAINING MODULE
Beginning September 2,
2010, Missouri students and parents in search of a step-by- step guide for
completing the U.S. Department of Education’s application for student financial
assistance may access the Missouri Department of Higher Education’s newest
training module, Seven Steps to Applying for Financial Aid, via the MDHE
website.
Complete with an
overview of documentation needed to submit the Free Application for Federal
Student Aid for the 2010-2011 academic year, Seven Steps to Applying for
Financial Aid provides a clear and concise explanation of terms and
processes that often confuse individuals new to the world of financial
aid. In addition, Seven Steps to
Applying for Financial Aid goes hand in hand with information provided in The
Source—the MDHE’s premier go-to resource for federal and state financial
aid programs.
Students and parents
should be advised that the Seven Steps to Applying for Financial Aid
training module will be updated in January 2011 to reflect the 2011-2012
FAFSA. For those students or parents
who need additional assistance after viewing the 2011-2012 version, the MDHE
encourages you to visit the Missouri Association for Financial Aid Personnel’s Wuz
Up website to locate a FAFSA Frenzy event in your area. FAFSA Frenzy makes applying for financial
aid easier by providing students and parents with free help filling out the
FAFSA and is set to take place at various locations throughout the state on
Sunday, February 13. For additional
information regarding Missouri’s 2011 FAFSA Frenzy program, please log on to www.dhe.mo.gov/fafsa_completion.html.

follow Seven Steps to Applying for Financial Aid include: Life of a
Loan, National Student Loan Data System Access and Planning for
Financial Success.

PUBLIC NOTICE
All responsible
public agencies are required to locate, evaluate, and identify children with
disabilities who are under the jurisdiction of the agency, regardless of the
severity of the disability, including children attending private schools,
children who live outside the district but are attending a private school
within the district, highly mobile children, such as migrant and homeless
children, and children who are wards of the state, and children who are
suspected of having a disability and in need of special education even though
they are advancing from grade to grade.
The Adair County R-II School District assures that it will provide a
free, appropriate public education (FAPE) to all eligible children with
disabilities between the ages of 3 and 21 under its jurisdiction. Disabilities include autism, deaf/blindness,
emotional disorders, hearing impairment and deafness, mental
retardation/intellectual disability, multiple disabilities, orthopedic
impairment, other health impairments, specific learning disabilities, speech or
language impairment, traumatic brain injury, visual impairment/blindness and
young child with a developmental delay.
The Adair County
R-II School District assures that it will provide information and referral
services necessary to assist the State in the implementation of early
intervention services for infants and toddlers eligible for the Missouri First
Steps program.
The Adair County
R-II School District assures that personally identifiable information
collected, used, or maintained by the agency for the purposes of
identification, evaluation, placement or provision of FAPE of children with
disabilities may be inspected and/or reviewed by their parents/guardians. Parents/guardians may request amendment to
the educational record if the parent/guardian believes the record is inaccurate,
misleading, or violates the privacy or other rights of their child. Parents have the right to file complaints
with the U.S. Department of Education or the Missouri Department of Elementary
and Secondary Education concerning alleged failures by the district to meet the
requirements of the Family Educational Rights and Privacy Act (FERPA).
The Adair County
R-II School District has developed a Local Compliance Plan for the
implementation of State Regulations for the Individuals with Disabilities
Education Act (IDEA). This plan
contains the agency’s policies and procedures regarding storage, disclosure to
third parties, retention and destruction of personally identifiable information
and the agency’s assurances that services are provided in compliance with the
General Education Provision Act (GEPA).
This plan may be reviewed during regular school hours on days school is
in session in the Office of the Superintendent of Schools.
This notice will
be provided in native languages as appropriate.
